IT Implications of Health Care Reform (Apr 2010)

President Obama made history in March with the passage of the Patient Protection and Affordable Care Act (P.L. 111-148) and the subsequent Health Care and Education Reconciliation Act (P.L. 111-152). The legislation furthers the push for Health Information Technology implementation and use, and strengthens the momentum originating from the 2009 American Recovery and Reinvestment Act. Execution of the Health Care Reform Acts will also bring about the need for traditional IT solutions in the areas of hardware, software, and solutions for web portals, new organizations, and expanded program areas.



The Health Care Reform Acts will provide 95% of Americans with access to quality, affordable health care and increase coverage to 32 million uninsured over the next ten years. According to the Congressional Budget Office, the combined legislation will reduce the budget deficit by $143 billion over the same time period.

Government contractors will find opportunities to support implementation of the Health Care Reform legislation in the areas of Health IT, such as electronic health records (EHR), health information exchange (HIE), and comparative effectiveness research. In addition, traditional IT vendors should look for other areas of opportunity to emerge, such as upgrades to IRS systems, call center development or expansion, web portal design and support, and IT solutions to support new or expanded organizations.

As a key component of the report, INPUT reviewed the Health Care Reform legislation for possible Health IT and other IT implications for federal, state, and local governments.
