Phillip Seckman counsels clients and litigates on their behalf concerning a wide range of government and commercial contract matters, focusing his practice primarily in the area of federal procurement law and complex federal regulatory issues. Mr. Seckman takes great pride in helping clients make wise choices early that help minimize risks and reduce or avoid the expenses associated with litigation.

His work on issues relevant to government contractors constitutes the bulk of Mr. Seckman's practice. He has significant experience regarding issues that arise in the context of GSA schedule contracting, cost allowability, proper cost accounting, and cost and pricing, as well as the assessment, presentation, and litigation of complex contract claims. In the recent past, a significant component of his practice has been in support of counseling and litigation on behalf of large stability operations contractors performing in the Middle East war zones.

A notable component of Mr. Seckman's practice is his work relating to internal investigations and counseling regarding contract and regulatory compliance, control and monitoring issues as well as the defense of claims arising under the Civil False Claims Act. Mr. Seckman frequently writes and lectures regarding cost accounting, business system, and FAR Mandatory Disclosure Rule issues. Mr. Seckman also has significant experience assisting clients in establishing policies and procedures to ensure compliance with these requirements. When potential non-compliances have been identified, Mr. Seckman has assisted in the internal review and assessment of these issues and has aided clients in the preparation of appropriate disclosures when required.

Mr. Frank Backes serves as the Chief Executive Officer for Braxton Technologies, LLC. As CEO, Mr. Backes has been instrumental in expanding Braxton’s presence in the Command and Control (C2) market, leveraging new products and services that support the entire lifecycle of a C2 system. Mr. Backes received the Ernst & Young Entrepreneur Of The Year® 2009 Award for the Services category in the Rocky Mountain Region. Working with the Air Force GPS Wing, Lockheed Martin, and Boeing, Braxton designed, delivered, and sustains the current C2 system for Launch, Anomaly Resolution, Disposal, and Operations of the GPS constellation. In addition Mr. Backes has developed relationships with the leaders of the space industry that have led to critical contract awards including NASA’s Communications Network Services (SCNS) and the Air Force SMC’s Self Aware Space Situation Awareness (SASSA) ground system. In addition to general CEO duties, Mr. Backes is responsible for sales, marketing, and business infrastructure.

Prior to joining Braxton Technologies, Mr. Backes was the President and CTO of a Software development and products company specializing in Knowledge Management and Collaborative Business Products and Cyber Security. The Cyber Security division practiced both offensive and defensive cyber strategies. These Cyber Security strategies helped financial institutions along with Federal, State, and local government organizations prepare and defend themselves while interacting with the cyber community. Mr. Backes has over 24 years of project management, operations management, systems development and deployment experience.

Ms. Buckley joined American Automation, Inc. as President, in November 2002. Immediately she instituted numerous processes in marketing, finance, operations, and quality control. These initiatives have helped to fuel the growth of the Company. Lisa R. Buckley is a seasoned executive that has brought her over 20 years experience in operating multi-billion dollar organizations. She holds a MBA from Michigan State University. She has held executive positions at Ford Motor Company, Maytag Corporation, and First Data Corporation. Her primary goal and initiative is to drive business growth and client satisfaction, in the Government and Commercial markets.


Andy MerrittAndrew Merritt

Upon graduation from the United States Military Academy, Merritt was commissioned as a Second Lieutenant in the Armor Branch.  During his time on active duty, he held a variety of positions to include tank platoon leader in the 2nd Infantry Division while stationed in the Republic of Korea, and support platoon leader and acting logistics officer with 2-7 Calvary Squadron, 4th Infantry Division, at Fort Carson, Colorado.   Merritt also led support and supply operations for two Joint Task Force drug interdiction missions in the Angeles National Forest during his time at Fort Carson.

Upon leaving active duty, Merritt worked for a few years in the financial services arena, holding a NASD Series 7 license.  He worked for two different companies, Intervest International, Inc. and Atlas Securities. 

Realizing the impact of federal policy decisions on business and the military, Merritt left financial services and joined the staff of U.S. Senator Hank Brown, covering issues that included transportation, military, veterans, and service academy nominations.  Following Senator Brown’s retirement, Merritt went to work for U.S. Senator Wayne Allard, rising to the position of State Director, where he remained until Senator Allard’s retirement.  In this capacity, Merritt was responsible for managing six offices and 16 staff spread across the state.  He also served as a senior advisor to Senator Allard on a range of issues including energy and public lands, military, aerospace and transportation.  In January 2009, He joined the staff of Congressman Mike Coffman as his district director and advisor on a range of issues, including military and aerospace policy.

In January 2013, Merritt became the Chief Defense Industry Officer for the Colorado Springs Regional Business Alliance where he is responsible for running the Defense Development Division.  In that role he supports the development of aerospace and defense companies, guides community efforts to support our military installations and service members, and works with elected officials and community leaders to maintain and grow key missions and industries in the Pikes Peak region.

Ms. Carolyn P. Smithhisler assumed the role of Vice President / Chief Financial Officer at Aleut Management Services in September 2008. To this position, she brings more than 18 years of experience, a distinctive record of accomplishment, and exceptional leadership competencies.

Prior to joining the Aleut Family of Companies, Ms. Smithhisler served as Chief Financial Officer at a multi-state government contractor based in Anchorage, Alaska. While there, Ms. Smithhisler played a key role in the company’s fiscal growth by designing, implementing and leading the financial management functions. Her expertise in designing accounting systems for government contractors, tightening internal controls and using in-depth analysis were instrumental in growing revenue for the company 400% in two years.

Ms. Smithhisler is a Certified Public Accountant and an AICPA Certified Information Technology Professional. She earned a Master of Science Degree from the University of California at Davis, as well as a Bachelor of Arts Degree from the University of California at Santa Barbara, where she graduated with honors. She is a member of the American Institute of Certified Public Accountants, and the Washington State Society of Certified Public Accountants.
