Opportunity Tracking: Stimulus Funding Accelerates Consolidated DHS Headquarters Project

Whether or not you heard our fearless leader, Kevin Plexico, on Federal News Radio Monday afternoon with Chris and Amy on the Daily Debrief, the good news is I can provide the highlights here. Also, all GovWin "Opportunity Tracking" segments are available on the Federal News Radio homepage. This week the topic was the consolidated DHS Headquarters project. With the infusion of funding from the American Recovery and Reinvestment Act (ARRA) of 2009, the Obama administration has proven support for this vast project. The GSA Public Buildings Service is preparing to award the Lead Design Architecture and Engineering (A&E) procurement in the next few months. This contract valued up to $445 million will provide the design services and prepare the construction and installation projects to begin. The business opportunities for technology, IT, security and telecom companies will be built into the construction process. Based on the size of this project, there will be many requirements for infrastructure, IT and security solutions to support this state-of-the-art facility. DHS Headquarters is anticipated to be one of the largest construction projects in Washington, D.C since the Pentagon was built and is anticipated to meet the standards of GSA's new Leadership in Energy and Environmental Design (LEED) Green buildings rating system.

As for the stimulus impact, DHS estimates that this project will create employment opportunities for 32,800 people in the metro region, largely within the construction and renovation industry. Of the early funding, $650 million was provided through the economic stimulus legislation ($200 M to DHS and $450 M to GSA). Overall, the total value has not been finalized but estimates range from $3.2 to $4.1 Billion. In fact, DHS is likely to received additional funding in the fiscal year 2010 budget as well.

As Southeast DC prepares for this massive project, the adjacent industries mentioned above (security, IT, telecom, etc.) can be preparing for pieces of this large facility. With the environmental concerns of GSA and the security concerns inherent to DHS, there will be many requirements for appropriate planning, expertise and technology installation. Funding and support DHS Headquarters has already grown and the business opportunities will become more clear after the design firm is chosen and the spending is outlined over the next few months. As Kevin said yesterday, there are still unanswered questions around the speed, security and size of many requirements but since the stimulus package and budget funding have become available, the consolidated DHS Headquarters project is more a reality each and every day.

I suggest that DHS use its existing enterprise architectures, extend them to encompass all categories of resources (e.g., personnel, funds, skills, materlel, facilities, services, space, energy, and time), extend them to support holistic enterprise management. From there, DHS can integrate and then unify its dozens of diverse enterprise architectures into a single logical knowledge-base (as a configuration management database for DHS as a whole) that enables its various activities to continue to operate in a federated manner, but now from a unified view. They can then use that advanced enterprise management architectur (EMA) as the dynamic application to manage the definition of constuction requirements, securely shared operational awareness, the collecton of relocation projects, and the resultant reorganizaitons around the refined mission and coordination lines. I estimate that taking this approach could reduce the cost of the consolidation by over 30%, while reducing the complexity of the planning and coordination, and reducing the time till completion by 20%.
