2019 Southeast Region Federal Construction Summit

The Southeast Region Federal Construction Summit was held in Wilmington, North Carolina from October 23-24, 2019. The event focused around architecture, engineering, and construction (AEC) requirements primarily within the Southeastern states of Virginia, North Carolina, South Carolina, Georgia, and Florida. Government agencies in attendance included:

The presentations from the summit centered on topics encompassing the entire realm of AEC requirements. This includes MILCON projects, AE IDIQs, multiple award construction contracts (MACCs/MATOCs), single award task order contracts (SATOCs), environmental contracts, special/smaller scoped projects, O&M requirements, and base operating support services (BOS). The majority of the government presence was from USACE, NAVFAC, and various Marine Corps offices, thus resulting in a majority of the presented information provided from these agencies.

The presentations focused on upcoming requirements primarily within FY20; however, some agencies presented projects planned for FY21, FY22, and beyond. Two upcoming requirements out of USACE Charleston District are the DLA-MFR General Construction East and West MATOCs, which Deltek is tracking under Opp IDs: 111620 and 111625. The estimated release date for each of the MATOCs is slated for December 4, 2019 with both contracts expected to have up to 5 awards valued at over $100M. USACE Norfolk District highlighted an upcoming stand alone project for a Southern Expansion at the former Navy Annex site at the Arlington National Cemetery. According to the presented information, the project is anticipated to be advertised as an unrestricted competition in Q2 FY20 and have a value between $250-500M.

An additional topic covered by USACE and NAVFAC was damage from Hurricane Florence within the Southeast region, primarily from Hurricane Florence, but also from Hurricane Michael and other natural disasters. USACE South Atlantic Division reported $3.26B in supplemental appropriations from the Disaster Relief Act of 2019, including $740M in construction, $2.48B in short-term repairs, and $780M for their long-term portfolio. MICC Center Fort Bragg described Hurricane Florence damage comprised of 27 roofing requirements, totaling 198 single roofing actions. NAVFAC Mid-Atlantic’s Hurricane Florence recovery program consists of 31 MILCON Projects with an estimated $1.7B total. Projects are comprised into 7 packages with one design-build award anticipated per package.

Another larger program highlighted is MCAS Cherry Point’s MILCON program. The program includes projects totaling around $1.17B in planning, programming, or execution for projects from FY16 through FY24. A few future fiscal year projects included in this program are:

This annual summit is a well-attended event with a large government presence. Vendors operating within the AEC realm in Virginia, North Carolina, South Carolina, Georgia and Florida may find the summit offers many opportunities to engage with government, network, and obtain requirement information to assist in adding to their pipelines.

The Southeast Region Federal Construction Summit is held on an annual basis in the October timeframe. Based on the past event dates, the next summit will likely be held in October 2020.
