A monthly recap of the SLED Education solicitation releases.

The Education vertical continues to see similar trends as the summer months come to a close and we move into the 2018-19 school year. There was a 9% decrease in solicitations released as compared to July. The previous month also experienced an overall decrease but this month’s was a bit less significant. When looking at solicitations released by primary verticals they saw comparable numbers to last month with the Primary/Secondary vertical producing the most bids at 57% and Higher Education saw 43%.

In regards to changes within primary requirements and procurements by state, August saw another month where these numbers remained almost identical as compared to the previous month. The values for primary requirements for August are Architecture, Engineering, and Construction as the highest percentage of solicitation releases at 27%, Professional Services at 17%, and finally Information Technology at 10%. As for procurements by state, the highest number of solicitation releases for Education remained in Texas, New York, and California, with Texas staying at the top spot two months running and lastly, the fewest releases came from Vermont, Alaska, and Delaware.

Notable Solicitation Releases

The Education vertical saw a number of notable solicitations released this month even with the overall decrease is solicitations issued.

  • The North Carolina Department of Public Instruction (NCDPI) has a requirement for an English II End-of-Course Scoring. The NCDPI is currently developing new assessments for implementation in the 2018–19, 2019–20, and 2020–21 school years. Included in this development is an English II assessment, which will include constructed response items and will be administered in late fall, spring, and summer. The purpose of this requirement is to fulfill the scoring of the English II assessment. Proposals are due September 11, 2018.
  • The Kentucky Department of Education (KDE) released a request for proposal (RFP) for KY Grades 3-8 and High School Summative Assessments. The KDE is looking for a vendor to fulfill the requirement of grade 3-8 and high school summative assessments in reading, writing, mathematics, science and social studies. Questions for the RFP are due September 12 with proposals due October 12, 2018.
  • The Nebraska Department of Education (NDE) issued a solicitation for an Educator Licensure System. This solicitation has been issued after the department previously released a request for information (RFI) back in March 2018 under the title of Nebraska Educator Certification System (ECS). The NDE is in need of a dynamic interactive system that can handle not only workflow processing of day-to-day licensure business but also case load management for administrative, compliance and investigative purposes that involves other Divisions within NDE. The department is looking for a new system to replace the current one that is 20+ years old. An intent to submit is due by September 12 and proposals are due September 27, 2018.
  • The Los Angeles Unified School District (LAUSD) has a requirement for an Adult Student Information System. LAUSD is also looking to revamp an older system and is seeking a vendor to provide services such as the implementation, integration, and project management for the replacement of its legacy adult student information system. Proposals for this solicitation are due by September 17, 2018.
