The National Oceanic and Atmospheric Administration (NOAA) Acquisitions and Grants Office (AGO) and Office of the Chief Information Officer (OCIO) hosted a NOAA Mission Information Technology Services (NMITS) Industry Day on Thursday, November 29, 2018. This event was an opportunity for interested companies to learn more about NMITS, the NOAALink Program, and the Information Technology (IT) organizations supported at NOAA. Below is the list of the speakers for this event:

  • Cindy Diehl, Project Manager, NOAALink Program Office
  • Douglas Perry, Deputy Chief Information Officer, NOAA
  • Elyse Cordes, Contracting Officer, Acquisition & Grants Office

Throughout the Industry Day, Ms. Diehl, Mr. Perry and Ms. Cordes reiterated that the first goal for NMITS is meeting the NOAA mission needs by supporting small business & socioeconomic programs, enabling streamlined procedures, supporting category management, and enabling strategic partnering with vendors. The NOAA IT Strategic plan consists of 4 goals, “advance the mission using innovation IT, protect the mission, achieve excellence in IT service delivery and enable the IT workforce,” stated Deputy CIO Douglas Perry.

Ms. Cindy Diehl shared the new requirements added to NMITS that differentiate this from the previous NOAALink program. These include the additions of the below requirements:

  • Enterprise Security Services
  • Customer Support Service
  • Mission & Business Applications
  • Tools, Portals, & Web Services
  • Enterprise Computing
  • Cloud, Storage, Shared and Field Services
  • Data and Voice Network Services
  • Cybersecurity and Information Assurance

Diehl also informed the attendees that the NMITS contract is IT services only and therefore will not be designed for hardware and software. The anticipated acquisition strategy for NMITS is multiple BPA awards against GSA Schedule 70 as a total small-business set-aside. Per the Industry Day, the Solicitation is anticipated to be released in Q1FY2019, upon Acquisition Plan approval. Awards are anticipated to be issued in Q2FY2020. Between 10 and 25 awards are anticipated to be issued with an estimated aggregate ceiling value of $2.1 Billion.
