This article is a summary highlighting Ohio’s upcoming health and human services procurements within the 2019 and 2020 calendar years. This article is part of an ongoing series covering procurements in the ten states with the highest expenditures for fiscal year 2020. Ohio is projected to spend over $91 billion in FY 2020, making it the fifth highest spending state in the nation. Stay tuned for future installments.

Medicaid

Ohio Medicaid Enterprise System Financial Management Module: The Ohio Department of Medicaid confirmed in an RFP timeline they anticipate a need for a Financial Management module to support their modular MMIS, Ohio Medicaid Enterprise System (OMES). This module is confirmed to be a new requirement. Deltek anticipates an RFP release in Q3 2019.

Case Management: The Ohio Department of Medicaid (ODM) released an RFI in 2018 for a case management system. ODM plans to utilize a case management system to facilitate coordination of care and ensure comprehensive care management for individuals who receive home and community-based services. We anticipate an RFP release in Q3 2020.

Child Support Enforcement

New Hire Reporting Services: The Ohio Department of Jobs and Family Services (ODJFS) may have a requirement for New Hire Reporting Services. The $734,000 incumbent contract with Maximus Human Services expires on June 30, 2019 with 1 year renewal option remaining. Should the ODJFS decide to utilize the last renewal option, Deltek anticipates an RFP release in Q3 2019.

Integrated Eligibility

Integrated Eligibility and HHS Business Intelligence Maintenance and Operations: The Ohio Department of Administrative Services may have a business need for the maintenance and operations of their Integrated Eligibility System. A government point of contact confirmed the $301 million incumbent contract with Accenture has renewal options until June 2021, and the agency would begin reprocurement plans a year or more in advance of expiration. Deltek anticipates an RFP release in Q1 2020.

Child Welfare

ODJFS Child Welfare Systems Applications: Deltek anticipates the Ohio Department of Job and Family Services will release an RFP for enhancement and maintenance of its child welfare systems. It is unclear at this time whether Ohio plans to build a brand new CCWIS of build off of their current SACWIS system. The $12.2 million contract with CGI Technologies & Solutions Inc. is expected to expire in June 2021. We anticipate an RFP release in Q4 2020.

SNAP/TANF Electronic Benefit Transfer (EBT)

Electronic Benefit Transfer System (EBT): The Ohio Department of Job and Family Services (JFS) may have a requirement for an electronic benefits transfer (EBT) system for SNAP and TANF benefits. The incumbent contract with Conduent Inc. is anticipated to expire in June 2019 but has renewal options until 2021. Deltek anticipates the RFP release in Q3 2020.
