This article is a summary highlighting Florida’s upcoming health and human services procurements within the 2019 and 2020 calendar years. This article is part of an ongoing series covering procurements in the ten states with the highest expenditures for fiscal year 2020. Florida is projected to spend over $90 billion in FY 2020, making it the sixth highest spending state in the nation. Stay tuned for future installments.


Enterprise Data Warehouse for the Medicaid Enterprise System: The Agency for Health Care Administration (AHCA) confirmed in 2018 they will release a solicitation for an Enterprise Data Warehouse (EDW) for the state's replacement Medicaid Enterprise System (MES). The Agency is particularly interested in solutions that provide operational data store (ODS) and hybrid transactional/analytical processing (HTAP) capabilities to perform both online transaction processing (OLTP) and online analytical processing (OLAP) through the EDW information management infrastructure. We anticipate an RFP release in Q3 2019.

Statewide Quality Assurance Monitoring: The Bureau of Medicaid Services may have a requirement for quality assurance (QA) monitoring services to support Florida's Developmental Disabilities Home and Community-Based Waiver Program. The incumbent contract with Qlarant Quality Solutions Inc. is set to expire in July 2020. We anticipate an RFP release in Q1 2020.

Health Information Technology

Health Information Exchange: Deltek anticipates a rebid for Health Information Exchange services and solutions. The incumbent contract with Harris Corporation expired in 2017 and the state entered into a no cost agreement with Audacious Inquiry which is set to expire in June 30, 2019. The agency is currently not communicating procurement plans with Deltek, but we anticipate an RFP release in Q3 2019.

Child Support Enforcement

State Disbursement Unit: Deltek anticipates the Florida Department of Revenue, Child Support Enforcement Program, will reprocure State Disbursement Unit (SDU) Operations for child support payments. The $22.8 million incumbent contract with Systems & Methods Inc. is anticipated to expire in October 2021. We expect an RFP release in Q4 2020.

Integrated Eligibility System

ACCESS Florida System Operations and Maintenance Services: We also anticipate the Florida Department of Children and Families will have a reprocurement for the maintenance and operations of the Automated Community Connection to Economic Self Sufficiency (ACCESS) system. It is confirmed the incumbent contract with Deloitte is set to expire in June 2019. Deltek anticipates an RFP release in Q3 2019.
