Spending on engineering procurements is projected to see an increase of slightly over 1% from FY19. Despite more spending, engineering is anticipated to have a gradual decrease in the Federal Market in FY2020. Looking ahead, spending on engineering is estimated to be about 8% of total federal spending. That is a fall of 3% of what was obligated towards engineering in FY19. Through research, Deltek has gone ahead and taken a look at what market trends are to be anticipated in FY20 concerning engineering services, along with historical data to highlight variations in recent years. We have also provided opportunities that are coming up in FY20 and beyond for both civilian and defense agencies and opportunities to consider teaming on.

According to data, 70% of spending towards engineering services will be procured by the Department of Defense compared to 30% by Civilian agencies next fiscal year.

Civilian

According to research, the top 5 Spending Civilian Agencies for engineering services in FY20 will be

  1. HHS
  2. Department of State
  3. NASA
  4. DHS
  5. U.S. Courts

 Defense

According to research, the Air Force will spend the most substantially in FY20 for Engineering among Defense Agencies

  1. Air Force
  2. Defense
  3. Navy
  4. Army

Across the government, spending on engineering services in FY20 will be headed by the Air Force, Defense and Health and Human Services.  The Department of Navy will lead in amount of requirements procured.

Furthermore, below are the trends for competition type, place of performance, NAICS, contract types and duration anticipated for FY20.

Competition Type:

Looking ahead, there will be an estimated 8% increase in the amount of Total Small Business competition with a total of 40% being set-aside for engineering services. Full and Open competition is anticipated to drop 1% to 36%. In comparison to the past 5 years, the percentages have been stagnant. See the charts below.

Place of Performance:

In the previous five years, the DMV (D.C., Maryland & Virginia) have led locations where engineering services has taken place and that trend is anticipated to remain the same as many of the top engineering spending agencies are headquartered in the DMV. Following the DMV, are California and Florida, respectively.

NAICS:

For the past five years, the preferred engineering NAICS code has been 541330, however, data shows an uptick in the NAICS 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) & NAICS 541512 for Computer Systems Design Services which is worth noting. The charts below show the most sought out NAICS for the past five years and the upcoming FY.

Past 5 Years by NAICS

FY2020 by NAICS

Contract type and Duration:

Next fiscal year, 81% of engineering contract types are anticipated to be Firm Fixed Price (FFP) or Cost plus Fixed Fee, with 55% of all contracts having a duration of 1 year(s) base plus 4 x 1 year(s) option(s).

Roundup: Around the League (Agencies)

In order to make a better America according to the 2020 Budget, a big focus is on:

  • The Department of Defense’ pursuit of innovation in technology to position the military at an advantage. In FY20, the Army’s newly formed Army Futures Command would be at full operating capability, designed to increase the efficiency of Army modernization, by leveraging technology across the enterprise and reducing development time. The Budget requests more than $59 billion in research, engineering, and prototyping activities to maintain the military’s technological superiority and conventional overmatch against priority challenges.” (Source: FY2020 DOD Budget Request)
  • Continued support of the advancement of the DHS’ consolidated headquarters at St. Elizabeth’s, providing the construction funds necessary for planning, operational development and engineering prior to sustainment.
  • The Air Force’ will recapitalization and consolidation of several existing facilities ($5.5M) on Minot AFB, North Dakota to improve nuclear deterrence through quicker crew response and security support for the ICBM missile alert and launch sites. Additionally, the FY 2020 budget request provides funding for the construction of a UH1-N Replacement Facility ($22.4M) at Kirtland AFB, New Mexico, a Weapons Generation Facility ($235.0M) at Malmstrom AFB, Montana. Conclusion:

With the current trends surrounding engineering, how is your team preparing? More work is anticipated be awarded to Small Businesses. This isn’t necessarily bad news for large companies as it can be used as an opportunity to build relationships with small businesses and team up to win contracts, now or in the long haul. It is also a win-win for small businesses to meet requirements they would not meet alone. If you haven’t done so already, check out the Strategies for Success: Teaming, Joint Ventures and the Mentor Protégé Programs webinar to learn more and to avoid leaving money on the table on requirements you can fulfill with another vendor.  How will these trends affect your areas of focuses and will it change your strategies?
