The market in September for Justice and Public Safety, Transportation and Public Utilities (JPS/T/PU) has stayed relatively consistent in terms of distribution with a decrease in overall bids. Transportation represented 57% of projects, a slight decrease of 1%. Public Utilities represented 26% of projects. Justice and Public Safety represented 16% of projects.

Architecture, Engineering and Construction projects accounted for 42% of solicitations, a 1% decrease. Professional Services accounted for 10% of projects, a 1% increase. While Information Technology has continued to stay consistent representing 4% of bids released.

Pennsylvania, California and Texas had the most bids for the month in the JPS/T/PU market, accounting for 28% of bids released. Delaware, Vermont and Washington DC saw the least amount of JPS/T/PU bids with 1%.

There was a 16% decrease in overall bids seen in September compared to bids released in August. While the overall number of bids released declined, the JPS/T/PU market continues to be an area of consistency and stability for bids in 2019.

Notable Solicitation Releases

  • The County of Westchester, New York issued a solicitation for a Countywide Beeline Paratransit Services project. The intent is to seek responses from interested, qualified and experienced contractors to provide ADA paratransit services using a combination of a Traditional ParaTransit model and a Car Service model, while also enhancing its current technological component to provide a robust program that will address the most pressing challenges identified as cost, expanding ridership, service area approach, travel time and customer satisfaction. Proposals are due by October 11, 2019.
