Higher Education

  • Texas universities have started shedding jobs and are bracing for a serious financial hit
    • It's impossible to foretell the coronavirus pandemic's full financial impact on state universities, public and private, but some have already faced millions in lost revenue and unexpected costs. Things will only get worse.
  • (Wyoming) Gordon taps CARES to fund higher education for un(der)employed adults
    • Adults who are unemployed or underemployed due to COVID-19 are now eligible for a grant to pay for education at one of the state’s community colleges or the University of Wyoming.
    • Gordon allocated $7.5 million in CARES Act funding to the Adult Education Grant Program, which will provide scholarships to Wyoming adults between the ages of 25 and 64 who are unemployed or underemployed due to the impacts of COVID-19.
  • (West Virginia) Higher Education Chancellor thanks Governor Justice for support of COVID-19 testing on campuses
    • Sarah Armstrong Tucker, Chancellor of West Virginia’s Higher Education Policy Commission and Community and Technical College System, released a statement thanking Governor Jim Justice for providing $2.5 million to support COVID-19 testing at West Virginia’s colleges and universities.
  • (Pennsylvania) Gov. Wolf: $28 Million to Help Higher Education Resume Operations
    • Governor Tom Wolf is dedicating approximately $28 million to postsecondary institutions and adult basic education providers to assist them in implementing public health and safety plans and help them to resume operations in the fall. The funding will be used to help keep students, faculty, and staff safe and assist institutions in meeting the unique challenges of providing instruction during COVID-19.
  • (North Dakota) State Board of Higher Education pushes to pursue liability protections against COVID-19
    • The State Board of Higher Education unanimously voted in favor of authorizing the chancellor and board leaders pursue liability protection, with state and federal representatives.
    • Assistant North Dakota Attorney General Eric Olson said the most likely opportunity for pursuing liability protections would come either through federal legislation or legislative action at the next session in January.

K-12 Education

  • Indiana schools going online-only risk losing 15% of state funding, Senate leader warns
    • Elementary and high schools in Northwest Indiana, and across the state, could lose 15% of their basic per student funding if they don't hold in-person classes this year, and opt for online-only coursework in response to the coronavirus pandemic.
  • (Michigan) Teachers call for remote learning during COVID-19 pandemic, funding for safety measures
    • State educators called for Whitmer to suspend in-person instruction this fall until two weeks pass without any new cases and to send more money to schools to help pay for safety measures when students eventually return to their classrooms.
  • Lamont Announces Additional Funding to Help Connecticut School Districts Reopen This Fall
    • The state announced it will provide a total of $266 million in funding to help school districts safely reopen this fall.
  • San Diego County K-12 Schools Tele-briefing
    • San Diego County K-12 Schools conducted a tele-briefing that discussed elements such as the State COVID-19 Watch list, daily information presentations and communication methods, private schools, extracurricular activities, and youth sports.
  • Illinois back to school plans: K-12 school district reopening plans
    • Chicago Public Schools (CPS) will begin school year with students learning at home through the end of the first quarter. And Prior to the beginning of the second quarter, the district will assess the state of COVID-19 and the safety of switching to a hybrid learning model similar to what was proposed in the preliminary reopening framework.
  • (North Carolina) Testing and virtual learning: How the State Board is addressing COVID-19 for schools this fall
    • Classes start at most schools on August 17. Gov. Roy Cooper decided in July that schools could open under reduced capacity with social distancing this fall (plan B), but districts also have the opportunity to go solely remote if they want to (plan C).
    • The state Department of Public Instruction (DPI) recommended that students take these tests either when they return to school for in-person instruction, or when the district decides to administer the tests “at a school-sanctioned site.”
    • Also, the State Board of Education is calling on the General Assembly to take action to mitigate the problem that will arise this fall with student population and funding.
  • (Texas) City of San Antonio releases new school safety indicator on COVID-19 dashboard
    • The City of San Antonio has added a new school safety indicator to its COVID-19 dashboard to help school districts and parents understand the current risk level to reopening schools to in-person learning.
    • Dr. Junda Woo, the Metro Health medical director, says when the risk level is at red or yellow, reopening schools is optional. Schools can reopen to an extremely limited at-risk population, for example, children with special needs, children who are safer at school than at home or children who don’t have access to Internet.
  • South Carolina Department of Education Face Covering Guidelines for K-12 Public Schools
    • To support the national and state efforts to slow the spread of COVID-19 and to best protect the health and safety of South Carolina public school students and staff, the South Carolina Department of Education (SCDE) is requiring face coverings to be worn on school buses and within public school facilities.
  • (Washington) Decision Tree for Provision of In Person Learning among K-12 Students at Public and Private Schools during the COVID-19 Pandemic
    • The purpose of this decision framework is to assist local health officers and school administrators in making decisions around resuming in-person instruction for public and private K-12 schools during the COVID-19 pandemic. This decision making tool is added to the Department of Health’s (DOHs) K-12 Fall Health and Safety Guidance and both will be updated as the pandemic evolves and additional science becomes available.
  • Howard County, Md., Schools Use CARES Funds for Devices
    • The Howard County, Md., Public School System announced that it received more than $13 million in coronavirus relief grants from the federal government, most of which will go toward buying devices for students.

  • Coronavirus pandemic pushes some North Carolina rural water systems to brink. Is bankruptcy next?
    • Tyrrell County is one of dozens of small, rural governments managing utility systems teetering on bankruptcy. The cost of running an aging water system or paying vendors for needed electricity often outstrips the shrinking communities’ ability to pay.
    • “This crisis, this pandemic, has created its own set of problems but basically it’s layered those problems on top of some already existing problems for a number of small, rural municipal systems out there,” said Scott Mooneyham, director of political communications and coordination for the N.C. League of Municipalities. “They’ve become overwhelming in some places.”
