This analysis has been published to help GovWin clients prepare their pricing strategy for the upcoming DHS NOSC NCCS 2.0 RFP. Three volumes have been published due to the number of categories (68) listed in the 6 specific tasks of the solicitation. Volume 1 includes labor categories from Task 1 (Contract Management) and Task 2 (Capability Development and Improvement) with more than 300,000 rates, effective over the last 3 years. Volume 2 includes Task 3 (Network, Cloud, and Cybersecurity M&A and Event and Incident Management), with more than 530,000 rates effective over the last 3 years. Volume 3 includes Task 4 (HSEN Network Infrastructure Operations and Management Support), Task 5 (Field Engineering Technical Services) and Task 6 (Other Cybersecurity Services), with more than 196,000 labor rates, effective over the last 3 years. Leidos and CACI are referenced as incumbent vendors to the program so their labor rates, effective over the last 3 years, are included as well.

The search links for each category are provided at the top of each labor category spreadsheet, enabling users to run the same search in GovWin to capture any new labor category rates added to the database since publication of the three volumes.  The downloads in each volume were completed in June 2026.  The search results are based on keyword, job title and Smart Tags functionality.  The data on each spreadsheet is sorted by job title.  The data can be filtered on each sheet by clicking any of the column header cells, so labor rates can be compared by education, experience and security clearance.  Leidos and CACI are referenced as incumbent vendors to the program so their labor rates, effective over the last 3 years, are included as well.
