This analysis has been published to help GovWin clients prepare their pricing strategy for the upcoming DHS Tactical Communications and Technical Investigative Comprehensive Solutions (TACTICS) opportunity. More than 96,000 rates, effective over the last 3 years, are included in this analysis for most of the categories listed in the Draft RFP document. Keywords from job titles and job descriptions have been used to provide pricing data relevant to each category on the Draft RFP document. The search links for each category are provided at the top of each labor category spreadsheet, enabling users to run the same search in GovWin to capture any new labor category rates added to the database since publication of this analysis (August 2026). The search results are based on keyword, job title and Smart Tags functionality. The data on each spreadsheet is sorted by job title. The data can be filtered on each sheet by clicking any of the column header cells, so labor rates can be compared by education, experience and security clearance. Dynamic average rate cells are included at the bottom of the rate column on each spreadsheet. The dynamic average rate cell can be clicked to derive the minimum and maximum rate of the data selected. This functionality can be helpful in determining the price reasonableness range of categories with matching or similar qualifications. An update to this analysis may be published if new labor categories are included in the RFP documents.
