The Health and Human Services (HHS) market saw an increase in solicitation activity from the previous quarter. Approximately 7,811 bids were released in Q1 2023, while about 8,289 were released in Q2 2023. Solicitations released in Q2 came from about 2,757 buying organizations, and vendors had an average of 36 days to respond to released bids.

The top primary requirement in Q2 was Health Services which made up approximately 27% of all HHS bids released, followed by Social Services at 16%, Medical & Scientific Equipment at 12%, and Professional Services at 10%. The Health Care vertical saw more bid activity than the Social Services vertical, with approximately 5,044 Health Care bids released compared to 2,244 bids for Social Services.

California, Texas, and New York released the greatest number of HHS bids in Q2 2023 at 873, 794, and 719 respectively, accounting for approximately 29% of all bids released. This is in line with previous quarter rankings as these states have consistently held the top 3 highest bid volumes within the HHS market. Indiana released the fewest number of HHS bids in Q2 at 25, followed by Wyoming and Nebraska at 26.

• The North Dakota Department of Health and Human Services (DHHS), Medical Services Division issued a Request for Proposal (RFP) for North Dakota Medicaid Enterprise Systems Integrator (SI). The Department is seeking a Technical SI to perform a targeted modernization of existing DHHS integration platforms, implement modern integration, and identity and access management capabilities. Proposals are due September 1, 2023.
• The Arkansas Department of Human Services (DHS), Division of County Operations (DCO) issued an Invitation for Bids (IFB) for Asset Verification Services (AVS). The Department is seeking a software solution, support, and maintenance of a Medicaid Asset Verification System (AVS) to identify assets held at various Financial Institutions (FI) by Medicaid applicants and beneficiaries. Proposals are due July 26, 2023.
• The Vermont Department of Buildings and General Services (BGS), Office of Purchasing & Contracting (OPC), has released a Request for Proposal (RFP) for an Integrated Eligibility and Enrollment (IE&E) Noticing Solution. The Department is seeking to establish contracts with one or more companies that can provide a Noticing Solution for the IE&E. Proposals are due August 25, 2023.
