R-MAS stands unique in its expertise, understanding of defense environment

The Army Human Resource Solutions Project Office (HRSPO) believes its Human Resource Solutions Recruiting, Management, and Administrative Support (R-MAS) Generation VI IDIQ is unique enough to stand with other active contract vehicles.

GSA’s contracts, such as the Schedules and OASIS, and even what may become the Army’s own Marketplace for the Acquisition of Professional Services (MAPS) have access to potential customers, but those Contracting Offices do not have the experience for unique and changing Army and War/Defense Department HR requirements.

Those other offices often lack the expertise to handle the complexities of the HR services market and ensure best value, according to a recent Q&A document.

The Contracting Office stated that these R-MAS requirements often demand specialized expertise in military personnel policies, security clearances, and unique DoD organizational structures. The HRS program provides a tailored acquisition approach specifically designed to deliver HR services aligned with these unique departmental needs.

HRSPO “allows for focused development of solutions directly responsive to DoD requirements, fostering a deeper understanding of the operational environment and enabling more effective service delivery,” the Contracting Office described.

HRSPO is more focused on solutions, providing both pre- and post-award assisted acquisition support and management to customers who use the vehicle, it states.

The Multiple Award Task Order Contract is a 10-year IDIQ with an estimated $1.5 billion value. It is set aside for Small Businesses. Going into its sixth iteration, it has five mission areas:

Professional Program Support

Logistical/Operational Support

Special Programs

Recruiting & Retention Personnel Support

General Administration

Seeing into R-MAS' future

The Contracting Office provided insights on what it foresee as trends and approaches to the forthcoming R-MAS in the Q&A document. A selection of questions and answers are below:

Where does the Government anticipate the greatest growth in requirements over the next five years?

  • Soldier and family health and wellbeing functions are an Army priority.

What is the anticipated range or approximate number of awards the Government expects to make initially?

  • There is no anticipated range/approximate number of awards.

Does the Government intend to restrict a subcontractor or teaming partner from participating on multiple offeror teams at the IDIQ proposal stage, or may subcontractors support multiple prime offerors provided appropriate firewalls and non-disclosure protections are maintained?

  • The government will not limit prime contractors subcontract agreements. Subcontractors are not limited to establishing a relationship with only one prime contractor.

A lot of changes occur in 10 years. How much innovation are you welcoming to this process?

  • Our scope is intentionally broad so that as new innovations come in, it allows for contractors to include innovation in their proposal solutions. As we compete task orders, that's where we anticipate the new innovation will come in.

What are envisioned as the main areas of focus on GEN VI?

  • There is a lot of emphasis currently in human performance. We see that being an area of growth in the future.

What lessons learned from GEN V are driving the design of GEN VI? Is it purely cost savings driven, technology, quality of personnel services?

  • The major difference in the solicitation of GEN V compared to GEN VI is the evaluation criteria and basis for award. There is no significant impact to the scope of the two mission areas between the two generations of contracts.

Once the GEN VI is awarded, will all GEN V task orders come out on that, even though GEN V still has an ordering window until 12/31/28?

  • The Government anticipates there may be a potential overlap depending on the performance periods of each individual task order. Issuance of RFPs under GEN V vs the GEN VI vehicle will be determined on a case-by-case basis and the performance period of the individual task orders.

Have you considered moving the TOs from this vehicle to the new MAPS IDIQ out of ACC-APG?

  • No

What are some statements/descriptions we can use to pitch HR Solutions to potential clients?

  • Cost efficiencies and consistency of services, the full service assisted acquisition support.

There will be evaluation methodology changes at the IDIQ level. Will there be any changes at the TO level?

  • Taking lessons learned in GEN V and may apply changes at the TO level. We avoid LPTA and do best value tradeoff. We're looking for the best solution, not the cheapest solution.
