A quarterly recap of SLED Justice and Public Safety, Transportation and Public Utilities solicitation releases.

The market in Q4 2020 (October-December 2020) for Justice and Public Safety, Transportation and Public Utilities (JPS/T/PU) has stayed relatively consistent in terms of distribution in overall bids. Transportation represented 57% of projects. Public Utilities represented 25% of projects. Justice and Public Safety represented 18% of projects.

Architecture, Engineering and Construction projects accounted for 42% of solicitations. Professional Services accounted for 10% of projects. While Information Technology represented 4% of bids released.

Pennsylvania, California and Texas had the most bids for the month in the JPS/T/PU market, accounting for 29% of bids released. Delaware, Vermont and Washington DC saw the least amount of JPS/T/PU bids with 1%.

There was an 11% decrease in overall bids seen in Q4 2020 compared to bids released in Q3 2020. This is not out of the ordinary as the final quarter of the year typically sees less bids released due to the holiday months.

  • The State of Tennessee, Department of Safety and Homeland Security has released a solicitation for a Credential Production Issuance and Management SolutionThe State is seeking a secure, web-based, Credential Production, Issuance, and Management Solution that at all times complies with the State’s Enterprise Information Technology and Security Policies. Proposals are due February 26, 2021.
  • The Hawaii Department of Transportation (HDOT), Highways Division has released a solicitation for a Red Light Running Pilot Project. HDOT seeks the services of an offerer to provide red light photo imaging services, including the overall management of the system to the general public, for a two-year pilot project. Proposals are due January 19, 2021.
