A quarterly recap of SLED Education solicitation releases.

The fourth quarter of 2021 saw an increase in the education market compared to the previous quarter. The number of bids jumped from 7,980 in quarter three to 10,011 in quarter four, for an increase of 25.4%. This rebound may be due to the end of the summer holidays.

Architecture, engineering and construction bids made up 52% of bids released in the education market in the fourth quarter. Bids with a primary requirement of professional services made up 26% of all bids released, while IT bids made up 22% of bids released in the education market. As usual, the primary and secondary education market had more activity than the higher education market, with 7,238 primary and secondary education bids released, compared to 2,773 bids in the higher education market space.

At 943, Texas released the most number of education bids in quarter four, followed by California and New York. Together, these three states made up 22% of all education bids released. South Dakota, Alaska, and Vermont released the fewest number of bids in the education market during quarter four.

Notable Solicitation Releases

The Virginia Department of Education (VDOE) released a Request for Proposals (RFP) for a Coordination and Management of External CLASS Observation Audit System. VDOE desires to obtain independent CLASS observation results from a supplier utilizing reliable infant, toddler, and Pre-K observers to support statewide implementation of VQB5. The contractor may propose a system whereby observations are done in-person, onsite, or remotely. Proposals are due on January 26, 2022.

The Missouri Department of Elementary and Secondary Education (DESE) released a Request for Proposals (RFP) for an Evaluation of Teacher Recruitment and Retention Grants. The contractor will be expected to provide evaluation and strategy services to recruit and retain high-quality teachers. Proposals are due on January 14, 2022.
