A recap of procurement activity in the SLED General Government Services market in January 2021.

The month of January saw an increase in the number of General Government Services solicitations over December, rising by about 7%. The majority of the solicitations issued had a primary requirement of Professional Services, at about 69%, with the remaining 31% having a primary requirement of Information Technology. The Public Finance vertical saw the most solicitations, followed by Natural Resources/Environment, Economic Development/Regulation and Community Development. The three States with the most procurement activity in January were California, Texas, and Florida, while Delaware, West Virginia, and South Dakota had the least.

Notable Solicitation Releases

  • The Virginia Department for Aging and Rehabilitative Services (DARS) has released an Invitation for Bids (IFB) for Payroll Services. This project will help in payroll processing including calculating correct withholdings related to each paycheck and issuing paychecks to Personal Assistants (PAS) using funds supplied through the DARS Personal Assistance Services (PAS) Program. Bids are due February 22, 2021.
  • The Louisiana Office of the Secretary of State issued a request for proposals (RFP) for the Acquisition of a New Voting System. The state is seeking a turnkey solution for absentee by mail, early voting, and election day voting with all associated applications, systems, and equipment for ballot preparation, programming, testing, voting, and vote tabulation. Proposals are due March 24, 2021.
  • The Minnesota Housing Finance Agency (Minnesota Housing) has released an RFP for the Grant Management System project. Minnesota Housing is seeking a system to administer hundreds of various grants across the agency, currently managed by multiple program managers and support staff. Proposals are due February 16, 2021.
