A quarterly recap of SLED Health and Human Services solicitation releases.
The third quarter of 2025 saw a decrease in the number of Health and Human Services (HHS) bids compared to the previous quarter. The number of HHS bids fell from 8,115 in Q2 to about 6,732 in Q3, for a slight decrease of approximately 17%. Solicitations released in Q3 came from about 2,300 buying organizations, and vendors had an average of 35 days to respond to released bids.

The top primary requirement in Q3 was Health Services which made up approximately 23% of all HHS bids released, followed by Social Services at 16%, Medical & Scientific Equipment at 12%, and Professional Services at 8%. The Health Care vertical saw more bid activity than the Social Services vertical, with approximately 3,938 Health Care bids released compared to 1,935 bids for Social Services.
Consistent with previous quarter rankings, New York, Texas, and California released the greatest number of HHS bids in Q3 2025 at 736, 690, and 613 respectively. Together, these three states accounted for approximately 30% of all bids released. Nebraska released the fewest number of HHS bids in Q3 at 18, followed by Wyoming at 20 and Montana at 26.
Notable Solicitation Releases
- The Massachusetts Department of Public Health, Bureau of Family Health and Nutrition (BFHN), Nutrition Division issued a Request for Responses (RFR) for a Women, Infants and Children (WIC) Nutrition Program. The department is issuing this RFR for Community Health Centers, hospitals, human service agencies, and faith-based and community organizations to operate Local WIC Programs starting on July 1, 2026, in 28 designated WIC service areas across the Commonwealth. These community-based Local WIC Programs will provide WIC services to an estimated 125,000 participants monthly. Proposals are due November 14, 2025.
- The Hawaii Department of Human Services (DHS), Benefit, Employment and Support Services Division (BESSD), Homeless Programs Office (HPO) issued a Request for Proposal (RFP) for a Homeless Emergency Shelter Program. DHS seeks to enter into a contract with qualified emergency shelter providers to assist Homeless individuals and families in increasing their stability in the health, housing, and social areas so that they may be able to obtain and retain permanent housing, attain economic independence, and self-sufficiency for the long term. Proposals are due November 24, 2024.
- The California Health and Human Services Agency, Offices of Technology and Systems Integration issued a Request for Proposal (RFP) for a California Healthcare Eligibility, Enrollment, and Retention System (CalHEERS). The CalHEERS Project is a cloud-based solution that supports eligibility, enrollment, and retention for consumers for healthcare affordability programs in the state of California. The purpose of this RFP is to obtain proposals from qualified bidders and secure a prime contractor (system integrator) to provide a System Development, Maintenance, and Operations (SDMO) solution for the CalHEERS Project. Proposals are due January 20, 2026.
