A quarterly recap of SLED Transportation and Public Utilities solicitation releases.

The market in Q3 2021 (July-September 2021) for Transportation and Public Utilities (TPU) saw a decline in bids compared to Q2 2021. There were a total of just over 31,000 bids released for TPU with Transportation representing 70% of projects and Public Utilities representing 30% of projects.

Architecture, Engineering and Construction projects accounted for 49% of solicitations. Professional Services accounted for 7% of projects. While Information Technology represented 3% of bids released.

Pennsylvania, California and Texas had the most bids for the month in the TPU market, accounting for 32% of bids released. Delaware, Rhode Island and Washington DC saw the least amount of TPU bids with 1%.

Bids in the Transportation and Public Utilities market showed a decrease of 17% for Q3 2021 compared against Q2 2021. While bid numbers in Q4 2021 are not expected to reach pre-2020 levels, the anticipation would be to see similar numbers to the first three quarters of 2021.

Notable Solicitation Releases

The City of Los Angeles released a solicitation for the Operation and Management of LAX Flyaway Service for Los Angeles World Airports. Current operator responsibilities include selling tickets, establishing and providing revenue control procedures, staffing the operation, deploying and maintaining an adequate vehicle fleet to meet trip schedules, ensuring customer service and safety. Proposals are due November 4, 2021.

The North Dakota Department of Transportation released a solicitation for a Digital Drivers License System. The State is soliciting proposals for a COTS (Commercial of the Shelf) turn-key, “instant issue” Digitized Driver’s License system built on current technology to be used by the State’s Drivers License Division to allow for image capture, storage, retrieval and card production based upon a firm, fixed price per driver license, permit, identification card, or badge ID successfully processed. Proposals are due October 22, 2021.
