Deltek Releases New Report on Federal IT Contract Vehicle Consolidation

Amidst GSA’s efforts to streamline and consolidate federal procurement operations, Deltek evaluates the outlook and impact of top federal IT contract vehicles.
This week, the General Services Administration (GSA) announced the launch of a new entity: the Office of Centralized Acquisition Services (OCAS). As reported by Nextgov and FedScoop, the office aims to streamline acquisition efforts across the federal government. Thomas Meiron, a GSA Senior Executive, has been appointed as the Assistant Commissioner to lead OCAS.
The establishment of OCAS is the latest step in GSA’s efforts to implement provisions of a March executive order aimed at unifying federal procurement under its authority. One of the order’s key directives is the consolidation of both government-wide and agency-specific contract vehicles within GSA’s framework. To date, GSA has yet to announce the official consolidation of any contract vehicles.
Deltek’s latest report, Federal IT: Contract Vehicle Consolidation Risk Assessment, explores the policies and initiatives driving federal IT contract consolidation and provides a consolidation risk assessment for the most used IT contract vehicles in the federal space.
Key Findings from the Report:
- High focus on commodity and commercial IT solutions is the strongest consolidation predictor, especially when coupled with a dominance of Firm-Fixed Price contracts and near-term contract expirations.
- Cross-government utility provides some natural protection against consolidation.
- Vehicles with clear alignment to mission goals or unique agency needs are unlikely to be consolidation targets. However, there is potential for requirements review to refine scope to exclude commodity IT needs.
- GSA’s procurement consolidation strategies, combined with revisions of the Federal Acquisition Regulations (FAR), will drive increased oversight of agencies’ acquisition vehicle selections and use of commercial solutions.
- The emphasis on commercial solutions will require contractors to develop agile bid processes for rapid response to agency requirements.
