The governors of 48 states delivered their annual addresses in 2021, declaring victory over the pandemic and charting their policy courses for recovery. Children & Families, Workforce Development, Infrastructure. and Equity/Diversity/Inclusion were at the forefront of their post-pandemic agendas.
The agendas span 12 vertical categories and 97 cross-cutting sub-categories. This report compiles over 2,500 agenda items (including the complete data set in XLS format), dating back to the beginning of every governor's current term. It also features breakouts for agenda items relating to the AEC, IT & Telecommunications, and Professional Services industries.
The governors' agendas represent and excellent tool for refining strategic business development (BD) plans for the SLED market. Bread-and-butter concerns with the broadest popular appeal comprise the bulk of the agenda items mentioned each year. The top 17 sub-vertical categories listed below (with at least 50 mentions each) represent 56% of the total and should be considered nationwide priorities even though each of them might not have been mentioned by every governor.
- Children & Families
- Workforce Development
- Pandemic Response & Recovery
- Roads & Bridges
- Mental Health
- Substance Abuse
This report provides readers with analysis and charts for each of the three major industries (AEC, IT & Telecommunications, and Professional Services) with agenda items that will drive current and future opportunities in Deltek's Data Base of SLED Opportunities. Analysis and charts are provided for the 12 verticals below.
- Community Development
- Economic Development/Regulation
- Higher Education
- Primary/Secondary Education
- General Government Services
- Health Care
- Justice & Public Safety
- Natural Resources/Environment
- Public Finance

Finally, a profile is provided for each governor and his or her compiled agenda items. Each governor's term of office is described along with electoral prospects, formal policy authorities, and the potential for business development (BD) volatility. The volatility rating relates to the potential for disruption of that governor's agenda resulting from his or her level of authority and/or political events.
