Manager, SLED Market Analysis
As a Principal Research Analyst on GovWin's SLED Market Analysis team, Paul creates engaging research reports and custom surveys using GovWin's unmatched market and competitive intelligence, and by leveraging research from related third-party sources. Prior to GovWin, Paul worked at Onvia (acquired by Deltek in 2017). He led all market analysis for four years, producing monthly reports on market and industry trends in SLED government contracting. In this role, he developed several new series of annual reports, as well as the popular quarterly "Procurement Snapshot" report on the health of the government contracting market.
Paul frequently collaborates with leading national experts in procurement and his research has been featured in such outlets as CNBC, GCN, American City & County, Route Fifty, Education Week, and the Smart Cities Council. His thought leadership has proven valuable both to SLED government contractors and to government agencies.
Paul has over 20 years of professional research experience, including time spent with two research agencies and with Russell Investments, a leading global investment firm. He earned a master's degree in political science with an emphasis in public policy from Western Washington University. He has prior experience working in city government, and has also worked with government clients at the city, county, and state levels on various topics such as voter satisfaction, taxes, and economic development.
