2022 GSA POLARIS GWAC LABOR CATEGORY COMPARATIVE RATE ANALYSIS UPDATE

This analysis has been completed to help Deltek GovWin clients prepare their pricing for the GSA POLARIS GWAC program. This update includes additional labor categories included in the RFP that were not included in the Draft RFP that the original Polaris Comparative Rate Analysis (published 2/22) covered.  Job Title search, Keyword search and Smart Tags search functionalities from the Labor Pricing tool were used to compile the data.  Grid View and Analysis View results are provided to show functionality of the Labor Pricing tool.  Spreadsheet/Pivot tables have been created for each of the 19 job titles, with three of them combined due to the similarity of the job title.  There are multiple levels to each category in the RFP but education and experience requirements defining each level are not provided in the RFP, so each job title spreadsheet is sorted by years of experience, low to high.  The search results are based on rate effective dates of 2/2/21 - 2/1/23, so previous, current and future rates can be analyzed.  Analysis view screenshots of each download are included to illustrate rate comparisons of vendors and programs. Three programs dominate the download results, GSA Alliant, GSA VETS and GSA STARS III, so the most recent FPDS Spending data of those programs is included to highlight the Top vendors of each program. The labor rates effective within the last 1 year of those three programs are included as well.  The Average/Min/Max rate data included in the FPDS spending sheets are based on rates effective with the last 1 year (9/18/21 - 9/17/22). Please note the Analysis View provides the first 100 vendors (alphabetically) of each program, so all vendors of a program will not be included in the Analysis view.  But all vendors' rates are included in each job title download result.
