Homeland Security Presidential Directive 12 (HSPD-12) is a federal mandate issued in 2004 requiring the development of a common standard for identification, physical, and logical access credentials for all federal employees and contractors. The third of three milestones identified in the directive is set to come due on October 27, 2007. Agencies are required to provide all employees and contractors with 15 years of service or less with Personal Identity Verification (PIV) II-compliant cards. Beginning in September 2006, GSA set out to support agencies in their compliance efforts by establishing a Managed Services Office to provide project, acquisition, and financial management solutions for agencies required to comply with HSPD-12. However, a recent review of GSA’s progress by its Inspector General brings to light how and why the organization is unprepared to meet the deadline. As a result, the 67 agencies that linked their hopes of compliance with HSPD-12 to GSA’s MSO are set to miss the deadline. This INPUT/Output report examines the cause of GSA’s HSPD-12 shortfall, its affect on its customer agencies, and the opportunity that exists for vendors in an environment where missed deadlines are the norm.
