Appropriations for FY 2008 are following a familiar path as we enter yet another fiscal year under continuing resolutions. The first of what will likely be multiple continuing resolutions was just recently passed in Congress and places much of the federal government in a difficult, yet all too common position. Agencies will, yet again, have to operate with uncertainty as to the level of funding that will be available for planned IT projects leaving steady-state spending to rule the day. Coupled with an increasingly recalcitrant Congress, continued war spending and the Bush Administration entering into its lame duck phase, FY 2008 is shaping up to be a year of the status quo. A review of the top opportunities across the federal government demonstrates the dominance of the steady state requirement as 80% of the top 20 opportunities represent recompete programs with limited expansion in scope. These top FY 2008 opportunities account for an anticipated $119 billion in open-market ceiling value.
