Description
The role of an enterprise chief information officer (CIO) of a state, city, or county can be confusing to vendors trying to sort out where the line is drawn between enterprise-wide and agency-level authorities. However, if vendors come to understand the basic policy, operational, and oversight authorities that govern enterprise IT, they will avoid falling into the “enterprise CIO vs. the agency” mindset. Over the long run, they will be better able to respond to the strategic needs of the enterprise even when responding to a specific RFP or working or a specific agency.
