Deltek pulse: General government services June review

After a sprint in May to push through last-minute procurements before the end of the fiscal year, the state and local summer slowdown officially began in June. The summer months (June through August) are when many government officials and procurement officers take vacation time, which leads to deferred projects and fewer solicitations. As Deltek’s GovWin IQ database shows, the four-month trend of increased solicitation releases ended last month. Only 1,509 IT-related general government solicitations were captured in June, which is a 16.6 percent decrease from May.

Here is a look at current tracked general government IT opportunities:

Arizona’s Maricopa County Community Colleges District (MCCCD) released a student portal technology request for proposals (RFP). The district intends to acquire or license a software system and implementation services for the purpose of providing a single student portal for students at all 10 Maricopa Colleges and two skill centers. Final proposals are currently under evaluation. The contract will run for a five-year term, with two, one-year renewal options. An award is planned for September 2013.

The University of Connecticut in Storrs released an RFP seeking a high-performance computing cluster system. The university, in partnership with the state of Connecticut, is embarking on ambitious plans to develop the new UConn Technology Park and Bioscience CT, with a focus on advanced manufacturing, materials genomics, computational human genomics and personalized medicine. Vendor support for this product, in terms of both technical and research expertise, will be a priority. Proposals are currently under evaluation.

Pennsylvania’s Office of Elementary and Secondary Education (OESE) released an RFP seeking a vendor for the continued maintenance, content development, enhancement, training, and support services for its standards aligned system (SAS). The system, developed by the Pennsylvania Department of Education, is a comprehensive, researched-based resource to improve student achievement. It identifies six elements that impact student achievement: standards, assessments, curriculum framework, instruction, materials and resources, and safe and supportive schools. Schools and educators across Pennsylvania are supported in their efforts to implement SAS by the development of a state-of-the-art portal. Proposals are due August 13, 2013.

The general government team produced a blog series on the rise of big data tools such as business intelligence and analytics solutions in the state and local government market:

·         Wednesday, June 19,  Proliferation of data collection drives business intelligence contracting market – Analyst Derek Johnson started off the blog series by writing a piece on how state and local governments are using business intelligence tools with big data (large data sets) to assist in policy and decision-making to improve government operations and services.

·         Thursday, June 20, Business intelligence procurement landscape – Analyst Alexandra Howden continued the series with a piece that focused on existing business intelligence opportunities in the state and local market, highlighting requirements and specifications found in solicitations.

·         Friday, June 21, State and local government market analysis: Business intelligence/analytics solutions – Analyst Randi Powell concluded the blog series with an overview on how state and local governments have increased procurement activity for business intelligence tools and analytics solutions over the past three years.
