Four Contracts Awarded for DHS CBP’s Southern Border Wall’s Concrete Prototype

Deltek identified four awardees for the Department of Homeland Security (DHS), Customs and Border Patrol (CBP)’s opportunity to design and build a concrete prototype for the planned wall along the United States’ southern border.
The DHS CBP issued the first step of a two-phase solicitation in March 2017 for new border wall design standard as well as to construct border wall and supporting tactical infrastructure/technology along the southwest border in the vicinity of the United States border with Mexico. Between 4-8 awards were anticipated, and the awardees would be tasked with building a full-scale, 30 feet long prototype using concrete. A separate solicitation was issued for a prototype of other materials. Initial responses were collected in early April 2017, with Phase II proposals from qualified offers were due late May 2017. Eighty-nine (89) firms submitted proposals for this concrete-based opportunity.
After several delays caused by the volume of responses, as well as several protests, four contracts were awarded August 30, 2017:
- Caddell Construction Co. (DE), LLC, Contract # HSBP1017D00018;
- Fisher Sand & Gravel Co. dba Fisher Industries, Contract # HSBP1017D00019;
- Texas Sterling Construction Co., Contract # HSBP1017D00020; and
- W. G. Yates & Sons Construction Company, Contract # HSBP1017D00021.
These contractors share in the $300 million ceiling contract. Construction of the prototypes is expected to begin soon after award and completed within 30 days. Given the high profile of this opportunity, additional post-award protests could follow, which would delay construction.
