DHS Addresses Submission Deadlines during Shutdown

DHS Chief Procurement Officer Soraya Correa announced guidelines for the submission of Requests for Information, Quotes, Proposals (RFIs, RFQs, RFPs) or solicitations issued prior to the December 22, 2018 shutdown.

Interested parties shall submit responses within the following timeframes from the resolution of the DHS funding lapse if the previous response deadline was December 21, 2018 or later:

  • Request for Information (RFI): Within 3 business days
  • Comments/Questions/Inquiries in relation to Requests for Proposals or Quotations (RFP/RFQ): Within 5 business days
  • Submission of Offers for Requests for Proposals or Quotations (RFP/RFQ): Within 7 business days

DHS intends to have formal amendments to solicitations once business resumes, but in the absence of this ability, the above guidelines shall apply.  These guidelines do not apply to Federal Emergency Management Agency (FEMA), United States Citizenship and Immigration Services (USCIS) and Federal Protective Services (FPS) – agencies which have several essential personnel on the job during this period.
