Market Brief: All-Payer Claims Databases

The Supreme Court has ruled that state-run All Payer Claims Databases (APCD) cannot require Employee Retirement Income Security Act (ERISA) self-insured plans to submit claims data to an APCD, but many states are still moving forward with APCDs.

In the months since the April 2016 Supreme Court ruling on state-run APCDs, state policymakers and regulators have had time to digest the ruling’s impact and make adjustments needed to comply.
