Notable projects and releases
·         The state of Washington Department of Licensing (DOL) released a request for proposals (RFP) for a central issuance system (CIS) to rapidly deliver secure driver licenses and other state ID cards to customers through a card release and factory production process.
·         The Connecticut Department of Transportation (ConnDOT) may release a formal solicitation for a 511 traveler information system soon. An RFI for this project was released in summer 2010, and a follow-up RFP is currently under review.
·         The state of Minnesota Department of Public Safety (DPS), Driver and Vehicle Services (DVS), released a draft RFP for driver’s license and identification production. The state is looking for a digitized driver’s license identification card (DDLIC) system to interface with the DVS's current and future systems.
·         The New Mexico Motor Vehicles Department (MVD) decided to complete its DMV kiosks project concurrently with a system modernization procurement; an RFP is expected to be released in early fall.
Notable awards
·       The New Jersey Meadowlands Commission awarded its Meadowlands Adaptive Signal System for Traffic Reduction Phase Four Construction project to HBC Company Inc. for $1,223,890.
·         The San Mateo Transit District’s bus radio system and equipment refresh project was awarded to ACS Transport Solutions Inc. for $7,429,458.
·         The county of Miami-Dade awarded its Sunpass Toll-By-Plate Electronic Tolling Solution project to TransCore LP for $4 million.
 
Analyst’s Take
 
While July was the start of the fiscal year for many state agencies, transportation-related solicitation releases decreased compared to previous months. However, many states awarded big-ticket projects focused on refreshing and enhancing outdated systems. Vendors can look forward to more solicitations in the coming months as agencies allocate funding and begin releasing updated budgets and capital improvement plans.
 
Deltek anticipates several states may release solicitations related to REAL-ID projects such as new titling and registration systems and driver’s license and identification card solutions. Be on the lookout in early fall for a new Deltek report on REAL-ID, highlighting drivers licensing and DMV system projects.
