VA’s Large Investment in Non-Recurring Maintenance Program

Funding totaling $4.8B in FY 2026 includes EHRM infrastructure upgrades and IT-related projects.

Last week, the Veterans Affairs announced a $4.8B investment in health infrastructure improvements, calling it an “all-time high.” Funding will support VA’s Non-Recurring Maintenance (NRM) program to include, “significant maintenance, replacements or upgrades needed to maintain operational capability and advance health care delivery,” according to the announcement.

Total funding is intended to be split among projects to: repair and upgrade outdated infrastructure systems at medical facilities ($2.8B); maintenance and modernization of Electronic Health Record (EHR) systems ($1B); major building upgrades ($500M) and medical center modernizations ($500M).

FY 2026 Q1 Investments

Alongside the investment’s announcement, the department released a list of related projects for Q1 of FY 2026. Within the seven-page list there are over 450 NRM projects and their respective locations totaling $468M in the first quarter.

The projects span all VA medical centers and healthcare systems across the country, covering infrastructure improvements including:

  • HVAC and mechanical systems
  • Electrical and power systems
  • Building renovations and repairs
  • Fire safety and security upgrades
  • Medical equipment site preparations
  • Roofing and structural repairs
  • EHRM (Electronic Health Record Modernization) infrastructure upgrades

EHRM infrastructure upgrades total nearly 40 projects in Q1, and with a handful of those projects likely related to the upcoming deployment of new EHRM systems at VA facilities in 2026. A sampling of EHRM and IT-related projects for Q1 include:

  • OIT Data Center Addition (Jamaica Plain, MA)
  • EHRM Data Center Upgrades for JSA-FDS (Charleston, SC)
  • EHRM Infrastructure Data Center Upgrades-Dublin, GA (Dublin, GA)
  • EHRM Installation of NextGen Wifi – Martinsburg, WV (Martinsburg, WV)
  • EHRM Installation of DDPO- Dayton, OH (Dayton, OH)

Resumption of EHRM Rollout

The VA announced the continuation of the EHRM rollout to 13 facilities in 2026, which includes an additional nine facilities than previously planned. Resumption will begin in April 2026 after a nearly 3-year pause in the rollout due to complications.

The Electronic Health Record Modernization program received $3.4B in FY 2026 appropriations ($100M less than requested by the President’s budget). Locations in the 2026 rollout include four sites in Michigan, four sites in Ohio, 2 in Indiana, and one in Kentucky.  Additionally, FY 2026 VA appropriations include a provision to preclude 30% of EHRM funds to July 1, 2026, pending a VA report to Congress by June 1, 2026 which should contain updates on the program (i.e. updated lifecycle cost estimate and schedule).

Looking ahead, not even an eighth of total NRM funding is allocated for Q1 FY 2026, leaving $4.3B left in the program, likely on projects large and small, to be spent in the remaining fiscal quarters.
