Civilian Agency Funding in the 2024 Supplemental Foreign Aid Bill

Though most of the funds in the proposed bills will go to DOD, agencies such as DHS, State, USAID, Energy and HHS will also receive additional appropriations.

Extensive media coverage of Congress’ movements on three separate foreign aid bills has taken place in the last week. However, descriptions of the bills’ contents have often been left out. Though most of the foreign aid will be directed to the Department of Defense, a fair amount of funding is slotted to go to a set of Civilian agencies to meet humanitarian, refugee, and diplomatic demands. Below is a summary of the funding going to those Civilian agencies. The listed dollars below are likely to be funneled to grants for non-profit organizations, however, the large sums suggest related services will be needed to support the supplemental funding. Contractors may see opportunities related to the administration, logistics and management of extra funds. Regardless, it is prudent to recognize which accounts under what agencies are receiving supplemental funding, much of which will be made available until September 2025, or until expended.  

H.R. 8034: Israel Security Supplemental Appropriations Act, 2024

Of the general provisions in the bill include the authority to transfer up to $250M of funds in the Department of State’s Consular and Border Security Programs towards emergency evacuations, or security responses in certain situations as needed.

H.R. 8035: Ukraine Security Supplemental Appropriations Act, 2024

The bill also provides an additional $2M to the Intelligence Community Management Account (ICMA) until September 30, 2024, to respond to the situation in Ukraine and for related expenses. This added funding may translate into additional analysis needed by the IC, as well as related IT requirements. Moreover, the fill authorizes the transfer of up to $250M, upon approval, to the National Intelligence Program (NIP) as necessary in the national security interest of the U.S.

H.R. 8036: Indo-Pacific Security Supplemental Appropriations Act, 2024  

Last week, the House passed all three bills, paving the way for Senate passage yesterday, and the president’s signature today under H.R.815 - "Making emergency supplemental appropriations for the fiscal year ending September 30, 2024, and for other purposes" to provide billions of dollars in new aid.
