A quarterly recap of SLED Health and Human Services solicitation releases.

The second quarter of 2024 saw an increase in the number of Health and Human Services (HHS) bids compared to the previous quarter. The number of HHS bids rose from 7,595 in Q1 of 2024 to about 7,980 in Q2 of 2024, for a slight increase of approximately 5%. Solicitations released in Q4 came from about 3,387 buying organizations, and vendors had an average of 37 days to respond to released bids.

The top primary requirement in Q2 was Health Services which made up approximately 26% of all HHS bids released, followed by Social Services at 17%, Medical & Scientific Equipment at 11%, and Professional Services at 8%. The Health Care vertical saw more bid activity than the Social Services vertical, with approximately 4,720 Health Care bids released compared to 2,208 bids for Social Services.

Consistent with previous quarter rankings, Texas, California, and New York released the greatest number of HHS bids in Q2 2024 at 820, 749, and 654 respectively. Together, these three states accounted for approximately 28% of all bids released. South Dakota released the fewest number of HHS bids in Q2 at 19, followed by Nebraska, Vermont, and Delaware at 21, 24, and 25 respectively.

Notable Solicitation Releases

  • The Indiana Department of Administration (IDOA), on behalf of the Family and Social Services Administration (FSSA), has released a Request for Proposals (RFP) for Enterprise Decision Support Solutions (EDSS). The Department is seeking to select one or two respondents that can satisfy the State's need for maintenance and operations (M&O) support and enhancements support for two EDSS systems: the Enterprise Data Warehouse (EDW) and the Cloud Analytic Environment (CAE). Proposals are due on July 18, 2024.
  • The Montana Department of Public Health and Human Services (DPHHS), Child and Family Services Division (CFSD) released a Request for Proposal (RFP) for the Comprehensive Child Welfare and Information System (CCWIS) System Integrator. The agency is seeking a contractor to provide services, including the design, development, and implementation (DDI) and systems integration, for a cloud-based, SaaS, CCWIS, that will fully replace the current CFSD systems. Proposals are due on July 19, 2024. 
  • The California Statewide Automated Welfare System (CalSAWS) Consortium has released a Request for Proposals (RFP) for BenefitsCal Maintenance and Operations (M&O) Services. The Department is seeking to transition the existing BenefitsCal application and provide ongoing BenefitsCal Maintenance and Operations (M&O) and related goods and Services. Proposals are due on July 30, 2024.
