Noura Bashshur leads AI proposal development capabilities at Deltek, bringing together product innovation, market strategy, and thought leadership at the intersection of government contracting and generative AI. Her work applies AI best practices to growth, pursuit, and proposal processes, helping industry and contractors align innovation with mission-critical delivery. Having worked both sides of the equation, both as a federal contractor and as an AI product strategist, she brings a practitioner's perspective that is rare in the market and is a sought-after voice on AI in GovCon through podcasts, webinars, and industry forums.
Prior to Deltek, Noura spent two years with an AI solutions provider in the GovCon space shaping product direction, scaling company growth, and driving market adoption, and seven years on the federal prime contractor side in roles spanning business development, capture, compliance, and proposal development. She stood up federal health practices for two organizations, co-led a $130M federal IDIQ win, and served on the leadership team of a $29M federal program that drove large-scale healthcare quality improvement and value-based care transformation nationwide. Noura holds a Master of Health Services Administration from the University of Michigan and is a published author and peer reviewer for the Telemedicine and eHealth Journal.
