The 2025 GovWin SLED Top 5 IT Strategic Focus Areas highlight key emerging IT sectors across state, local, and education markets, expanding on NASCIO’s insights with GovWin Tracked Opportunities and recent procurement trends.
GovWin State, Local & Education (SLED) has released its 2025 GovWin SLED Top 5 IT Strategic Focus Areas. This analysis, similar to NASCIO’s 2025 State CIO Top 10, highlights the most significant emerging IT sectors. However, while NASCIO focuses primarily on state-level activity, our findings expand on their insights by incorporating GovWin Tracked Opportunities and recent procurement trends across state, local, and education (SLED) markets.
By doing so, we capture the broader expansion of these technologies beyond the state level, identifying active opportunities at the local and education levels as well. The five categories listed below represent the most prominent IT investment areas in our research, with corresponding examples of current Tracked Opportunities from our database.
Legacy App Modernization:
Legacy application modernization is constantly evolving to stay up to date with the times, reshaping how governments upgrade critical systems such as case management (CMS), grants management (GMS), and learning management (LMS) platforms. By leveraging vendor solutions, modernization efforts enhance performance, security, and scalability while reducing operational costs. With continued need for these systems year-round, this sector boasts as one of GovWin’s largest, with agencies seeking technologies that are driving digital transformation across sectors such as education, public safety, and general government, ensuring legacy systems meet the demands of the modern era.

The Law Office of the Cook County Public Defender is seeking information to obtain a best-in-class CMS that allows its staff and managers to have a completely electronic case file, track data, streamline processes, and increase the efficiency of its workforce. The Department is seeking to gather information and identify potential solutions associated with developing, maintaining, and managing a NG911 environment. The 911 system in New York is one of the largest in the United States. In New York State, receiving and dispatching 911 calls is a local responsibility that is often handled at the county level. In some counties, cities and municipalities also handle this function.
