Kentucky releases Systems Integrator and Project Management Office (PMO) solicitations

The Kentucky Finance and Administration Cabinet, on behalf of the Department for Medicaid Services, released two solicitations in late September and early October to commence the procurement of the Medicaid Enterprise Management Solution (MEMS). The Cabinet for Health and Family Services (CHFS) released a Request for Proposal (RFP) for Program Management Office (PMO) Services on September 29, 2017, followed by an RFP for System Integrator Services on October 3, 2017. These two procurements will lead the implementation of a modular MEMS. The incumbent contract is held by DXC Technology and is set to expire in 2019. The current MEMS is comprised of 13 modules, with upcoming procurements planned for Encounters Management, Enterprise Data Warehouse and Medicaid Decision Support System/Data Warehouse, Operations Management, and Utilization Management. The state is also considering Third Party Liability and Electronic Visit Verification projects. While dates are subject to change, the Commonwealth anticipates RFPs for MMIS Core Operations and MMIS Core Encounters to be released in the second quarter of 2018, and the Medicaid DSS/DW RFP in the first quarter of 2019.
