GSA AWARDS 61 CONTRACTS FOR ALLIANT 2 UNRESTRICTED

The General Services Administration announced 61 awards (one more than the originally planned 60) for its $50 Billion government-wide acquisition contract (GWAC) for IT services and service-based solutions.
Alliant 2 is the continuation of the General Services Administration (GSA) Government Wide Acquisition Contract (GWAC) program that provides worldwide, flexible access to customized IT solutions from a large, diverse pool of industry partners. This $50 Billion, 10-year program allows for long-term planning of large-scale program requirements while reducing the acquisition cycle time. The IT vehicle averages more than $1 Billion yearly spending – with some years totaling more than $3 Billion.
Alliant 2 Unrestricted Procurement
Since 2014, GSA held discussions with industry for the follow-on program. A few notable milestones include:
- January 2014: Agency introduced a page for the program on its Interact site
- October 2014: First Request for Information issued
- March and October 2015: Drafts issued
- June 2016: Solicitation released
The August 2016 proposals deadline was delayed three times to October 2016 due to eight Government Accountability Office (GAO) pre-award protests. Two protest were withdrawn in September and November 2016. The GAO denied the remaining protests in December 2016 and January 2017. These protestors challenged the scoring scheme and whether there was a sufficient number of awards planned for ensuring adequate competition.
Alliant 2 Unrestricted Awards
GSA announced awards to 61 vendors on November 17, 2017. At least 35 awards were made to Alliant Unrestricted or Alliant Small Business contract holders.

Soon, 80 awards are anticipated to be announced for the $15 Billion sister program, Alliant 2 Small Business, which is tracked via Deltek GovWin IQ Opportunity ID # 106640.
Protest Potential
The number of bid protests filed before the proposals deadline revealed the industry’s high interest to gain access to this GWAC. Missing out on an award could spark further protests.
However, the Alliant 2 procurement was designed to address some of the most common protest reasons by following the same evaluation methods used during GSA’s OASIS (One Acquisition Solution for Integrated Services) procurement, which was tracked via Opportunity ID # 73498.
The GSA OASIS and Alliant 2 procurements were designed to address most protest reasons in efforts to make them “protest proof.” In both procurements, vendors self-scored their own proposals in various categories:
- Relevant Experience
- Past Performance
- Systems, Certifications, and Clearances
- Organizational risk assessment
No protests filed against the OASIS procurement were sustained and all decided within four months of the initial award. Two were dismissed, four were withdrawn, and the GAO denied the remaining protest, where the vendor argued that its experience was unreasonably evaluated.
The lessons learned from the OASIS procurement were applied to Alliant 2. While the size and importance of the Alliant vehicle will likely prompt unsuccessful offerors to pursue a bid protest, Deltek anticipates it will be difficult for the vendors to find success without clear identification of issues.
Future of the Alliant Program
More than 800 task orders were issued under the Alliant Unrestricted vehicle since its award in March 2009, averaging $20 Million per task. Over $1.5 Billion was obligated by the Air Force, Army, DOD, DHS and the State Department. Reported spending increased every year since award, with $3.3 Billion reported in FY 2017.
