A recap of procurement activity in the SLED Health and Human Services market in November 2017.

Solicitation activity in the State, Local and Education (SLED) Health and Human Services (HHS) market decreased by 18% in November compared to October. The majority of solicitations released in November had a primary requirement of Medical and Scientific Equipment followed by Professional Services, Social Services, and Health Services. The number of Information Technology (IT) solicitations have decreased modestly. Architecture, Engineering, and Construction (AEC) and Operation and Maintenance (O&M) solicitations had a sizeable decrease compared to the amount of solicitations released in October.

Notable Solicitation Releases

  • The Iowa Department of Human Services released a request for proposals (RFP) for the Takeover of Core Medicaid Management Information System Services (MMIS). Iowa is seeking a vendor to take over Fee-for-Service claims operations and systems maintenance as well as encounter data collection and support, federal and state reporting, mailroom operations, and related activities for Iowa’s MMIS. Proposals are due on February 20, 2018.
  • The Pennsylvania Department of Health has a requirement for the Pennsylvania Vital Records Management System (PAVRMS). The Department is seeking to acquire and implement a vendor hosted web-based Vital Records Management solution and an online storefront solution, which will be awarded as two independent lots with the issuance of this RFP. Proposals are due on January 10, 2018.
  • The Montana Department of Public Health and Human Services released an RFP for a Systems Integration Services contractor to support Montana’s Medicaid modernization effort, referred to as Montana’s Program for Automating and Transforming Healthcare (MPATH). The department is looking for a vendor to design a discrete module that aligns with the Final Rule for Mechanized Claims Processing and Information Retrieval Systems. Proposals are due on February 15, 2018.

Notable Awards

  • The District of Columbia Office of Contracting and Procurement, on behalf of Department of Health Care Finance has awarded a contract to Cognosante Consulting, LLC to fulfill its requirement for Independent Verification and Validation (IV&V) Services in support of the District’s implementation of a new MMIS Core System and Supporting Services solution, as well as the other Medicaid Enterprise modules. The awarded value for this contract is $2,369,500.
