A recap of procurement activity in the SLED Health and Human Services market in December 2017.

Solicitation activity in the State, Local and Education (SLED) Health and Human Services (HHS) market decreased by 24% in December compared to November. The majority of solicitations released in December had a primary requirement of Medical and Scientific Equipment followed by Social Services, Health Services, and Professional Services. The number of Information Technology (IT) solicitations increased modestly. Architecture, Engineering, and Construction (AEC) and Operation and Maintenance (O&M) solicitations had a sizeable decrease compared to the amount of solicitations released in November.

Notable Solicitation Releases

  • The Missouri Office of Administration released a request for proposal (RFP) for the implementation services, project management and full service processing for the statewide eWIC project. They are seeking a vendor to coordinate the overall project management of the eWIC planning, pilot and statewide rollout, which includes developing a detailed project management plan, working with stakeholders and subject matter experts to ensure business requirements are met, and facilitating the pilot and statewide rollout of eWIC implementation with retailers to include interaction with individual retailers and the retail grocers associations. Proposals are due on January 11, 2018.
  • The New York Office of Alcoholism and Substance Abuse Services (OASAS) issued an RFP for Electronic Health Records for State-Operated Addiction Treatment Centers. OASAS wants an Electronic Health Records system that can generate a complete record of a clinical patient encounter - as well as supporting other care-related activities directly or indirectly via interface - including evidence-based decision support, quality management, and outcomes reporting. Proposals are due on February 9, 2018.
  • The Delaware Health and Social Services, Division of Public Health, has a requirement for Delaware Emergency Medical Reporting System (DEMRS) and Delaware Patient Tracking (DE-Trac). The primary purpose of this project is to centralize and standardize EMS service provider data into a statewide data collection and reporting system, which provides local agency and statewide EMS system evaluation and improvement through reporting and statistical analysis. It is the Office of EMS’ goal to integrate and/or interface system data with partner database applications to the greatest extent possible, such as Delaware’s Trauma, CARES, and future registries. Proposals are due on February 20, 2018.
  • The Mississippi Department of Information Technology Services (ITS), on behalf of the Mississippi State Department of Health, released an RFP for Quality Assurance services to support the transition for Women, Infants, and Children (WIC) Electronic Benefit Transfer (EBT) services. The Quality Assurance contractor shall provide specialized knowledge and expertise on the project through regular oral and written assessments, recommendations, and reports on the attributes and variables and should include proactive, preventive measures to assist in problem identification and resolution. Proposals are due February 9, 2018.
