Deltek Pulse: Justice and public safety month in review, January 2018

A monthly recap of SLED JPS/HS, Transportation and Public Utilities solicitation releases.

The solicitation information collected by Deltek for the month of January benefited greatly from the combination of Onvia and Deltek resources. This resulted in a 30% rise in the number of Justice and Public Safety/Homeland Security (JPS/HS), Transportation and Public Utilities bids captured in January. We expect that this number will even out over the next few months as the integration of Onvia materials into GovWin continues. This new integration has greatly shifted the distribution of bids collected by Deltek. In January, Transportation accounted for 69% of all JPS/HS, Transportation and Public Utilities solicitations, up 6% over the previous month. JPS/HS increased by 5% over December, to represent 26% of the market. Public Utilities dropped by 11% to account for only 5% of the JPS/HS, Transportation and Public Utilities market.

Even with the integration of Onvia into Deltek, the rise in the number of solicitations released in January over December was not unexpected. The bids released during Q2 of last year were low, especially in the information technology (IT) and Professional Services (PS) market segments. The increase in solicitations released, especially for IT and PS projects, can also be attributed to a rebalancing of procurement trends for the beginning of the year and because states are finally getting a better understanding of what types of procurements will come with FirstNet.   

While the number of bids collected in January rose, the breakdown of the types of projects solicited steadied. Architecture, Engineering and Construction (AEC) saw the biggest change and only dropped by 4% to account for 38% of projects. Professional Services (PS) and Information Technology moved slightly to represent 7% and 4%, respectively. AEC historically makes up a much greater portion of the market compared to PS and IT.  

Notable Solicitation Releases

  • The Michigan Department of Corrections issued a solicitation for Inmate Phone Services. The solicitation also includes cell phone detection and interdiction services within correctional facilities. Proposals are due on April 4, 2018.
  • The Indiana Department of Administration, on behalf of the Bureau of Motor Vehicles (BMV), released a request for proposals (RFP) for a VIN Validation Solution. This is a re-solicitation of a cancelled RFP. The goal of this project is to deliver a web-based solution that provides data in real-time, is accurate and consistent, and refreshes regularly. Proposals are due on February 12, 2018.
  • The Indiana Department of Administration released a solicitation on behalf of the BMV for a Third Party Title and Registration System. This system would work closely with the BMV’s System Tracking and Record Support (STARS) program. Proposals are due on March 5, 2018
