A monthly recap of SLED JPS/HS, Transportation and Public Utilities solicitation releases.

The number of Justice and Public Safety/Homeland Security (JPS/HS), Transportation and Public Utilities bids captured in February was nearly identical to the number of solicitations collected in January, despite the short month. The distribution of bids continued to shift slightly in February, but it is expected to continue to stabilize over time. Transportation accounted for 68% of JPS/HS, Transportation and Public Utilities solicitations released in February, down only 1% from the previous month. However, JPS/HS and Public Utilities saw growth and decline, respectively. JPS/HS accounted for 31% of bids, up 5% from last month, and Public Utilities declined 4% to only account for 1% of bids collected in February. This is not abnormal as the distribution of solicitations usually moves up or down by a few percent each month.

The types of projects solicited in February remained close to historical distribution among Architecture, Engineering and Construction (AEC), Professional Services, and Information Technology. AEC decreased by 5% to account for 33% of JPS/HS, Transportation and Public Utilities bids in February. Professional Services accounted for 10% of the types of projects solicited, up 3% from a month ago, and Information Technology accounted for 4% of projects, identical to January’s distribution.

Notable Solicitation Releases

  • The Oregon Department of Transportation released a solicitation for a new Central Highway Approach/Maintenance Permit System (CHAMPS) Access Data Permitting System. The current system was deployed in 1999 and is no longer a supported platform. Oregon is looking to procure a system that will upgrade virtually all of the functionality of the original CHAMPS program. Responses are due on March 19, 2018.
  • The Idaho State Police have a requirement for a DNA Data Analysis Software System. Utilized by the Idaho State Police Forensic Services division, the DNA Data Analysis Software will need to analyze short tandem repeat (STR) data and interact with multiple state database systems. Proposals are due on March 7, 2018.
  • The Florida Department of Transportation issued a request for proposals (RFP) for a District Transportation Systems Management and Operations (TSM&O) Operations Contract. The TSM&O program is meant to manage the existing roadway infrastructure throughout the state of Florida. This includes the implementation of intelligent transportation systems, real-time traveler information and emergency management coordination. Proposals for the TSM&O Systems Management Operations Contract are due on April, 26, 2018.
