Deltek Pulse: Justice and Public Safety month in review, April 2018

A monthly recap of SLED JPS/HS, Transportation and Public Utilities solicitation releases.

The month of April saw the number of Justice and Public Safety/Homeland Security (JPS/HS), Transportation and Public Utilities bids captured increase by nearly 69%. This increase could be due to several factors including the continued integration of the GovWin and Onvia platforms and that government spending usually increases during the second quarter of the year. However, this major increase in bids captured did not greatly alter the distribution of bids released. Transportation still accounted for the largest share of bids in April, representing 62% of bids, up 5% from March. Justice and Public Safety/ Homeland Security decreased by 6% to account for 22% of solicitations. Public Utilities remained closest to its March portion of the JPS/HS, Transportation and Public Utilities Market accounting for 16% of bids, up only 1% from the previous month.

The types of projects that were solicited in April shifted slightly compared to March but remained close to historical norms for the SLED JPS/HS, Transportation and Public Utilities market. Architecture, Engineering and Construction accounted for 45% of solicitations, up 11% from March and the biggest variation for the month. Information Technology decreased slightly to come in at 3% of projects and Professional Services only increased by a percentage point to make up 9% of projects solicited.  

Notable Solicitation Releases

  • The South Carolina Department of Corrections released a request for proposals (RFP) for an Inmate Telephone, Kiosk and Tablet Systems. The state is looking for a completely new system to replace the current inmate communications system. The main components of this project include secure telecommunications, tablets that offer access to banking, educational materials and communications and a tamper-proof monitoring system. A pre-proposal conference will be held on May 2, 2018, and questions are due on May 3, 2018. Proposals are due on June 12, 2018
  • The California Department of General Services issued a solicitation for Telemetry and Global Positioning Systems (GPS). The purpose of this solicitation is to collect and report on the usage and maintenance data on non-powered equipment, light duty, Zero Emission Vehicles (ZEV’s) and heavy duty vehicles. Proposals are due on June 27, 2018.
  • The Texas Department of Public safety has a requirement for a Sexual Assault Evidence (SAE) Tracking System. The state has released a request for offers (RFO) that will focus on the tracking and access permissions of evidence related to sexual assault crimes. Questions about the RFO are due on May 9, 2018 and Offers are due on June 1, 2018.
