A recap of procurement activity in the SLED Health and Human Services market in June 2018.

 

Solicitation activity in the State, Local and Education (SLED) Health and Human Services (HHS) market in June was comparable to activity in May. The majority of solicitations released in June had a primary requirement of Health Services followed by Professional Services, and Medical and Scientific Equipment. The number of Information Technology (IT) solicitations decreased slightly, while Professional Services had a slight increase. Social Services (SS) and Operation and Maintenance (O&M) solicitations were a comparable amount to solicitations released in May.

Notable Solicitation Releases

•            The Michigan Department of Technology has issued a request for proposals (RFP) for the Pharmacy Claims Processing and/or Manufacturer Drug Rebate Administrations Pharmacy Benefits (PBM MDHHS) solution for the Medicaid program. The Department’s primary goal is to select an experienced Pharmacy Claims Processing (Component 1) and/or DL/Manufacturer Drug Rebate Administration (Component 2) PBM Contractor(s) offering flexible and scalable systems and services for its current pharmacy programs and possible other pharmacy components of future programs. Proposals are due on July 18 with a government estimated contract start date of October, 2018.

•            The Department of Child Support Services (DCSS) released an RFP for State Disbursement Unit (SDU). DCSS is seeking a service provider (SP) that can take the SDU’s current processes and improve upon them, utilizing advanced technology to minimize financial risk to the State and SP, improve payment processing time frames, increase quality control, reduce data entry at the local level, increase reporting and accountability, enhance customer services, and contribute to the reduction in the program’s overall operating costs through a centralized and streamlined process. There is a Bidders Conference July 31. Questions and Intent to Bid are due August 1 with a proposal submission deadline of October 24, 2018. 

•            The Maine Department of Labor released a solicitation for the Maine Workforces Development System Integrated Registration and Referral Solution (WDS). They are seeking a vendor to provide a centralized common registration portal across its partner programs to meet the requirements as specified by the Workforce Innovation and Opportunity Act (WIOA). The portal will provide a single point of entry into the workforce system for members of the public. Questions are due on July 11 and proposals are due on July 31, 2018.

Notable Awards

•            The Nevada Department of Health and Human Services has awarded the Nevada Electronic Benefit Transfer and Cash Benefit System Project to Fidelity Information Services, LLC (FIS). FIS was also the incumbent vendor. The awarded amount is $10,023,840 for both the SNAP and TANF programs.
