A monthly recap of SLED JPS/HS, Transportation and Public Utilities solicitation releases.

The month of July again saw a steady number of Justice and Public Safety/Homeland Security (JPS/HS), Transportation and Public Utilities bids captured by GovWin. Deltek expects the number of bids to fluctuate according to seasonal norms in the coming months as the usual late summer slowdown impacts state and local government buying practices. The breakdown between JPS/HS, Transportation and Public Utilities sectors remained stable in July and only varied by a few percent up or down. Transportation accounted for 61% of solicitations in July, the same as in June. JPS/HS represented 23% of solicitations, down 2% from the previous month. Public Utilities saw an increase of 2% to come in at 16% of solicitations in July. These figures remain consistent with historical market trends.

The types of projects that were solicited in the SLED JPS/HS, Transportation and Public Utilities market during July remained consistent with those from June. Architecture, Engineering and Construction accounted for 42% of solicitations, down 5% from June but still within expected norms. Information Technology and Professional Services both remained identical to their June numbers coming in at 4% and 10% respectively.  

Notable Solicitation Releases

  • The Kansas Highway Patrol has released a request for proposals (RFP) for an Evidence Management System. The Highway Patrol is transitioning from traditional evidence tracking methodologies set in place via Patrol policy in years past, to a new standalone Evidence Software Management Database. This is being done to enhance accountability, accuracy level pertaining to evidence/property inventory, as well as chain of custody issues via bar codes and scanning capabilities. Questions about the RFP are due on August 9, 2018 and proposals are due on September 6, 2018.
  • The Pennsylvania Department of Transportation has a requirement for an Automated Data Collection, Inventory and Analysis of Pavement Distress system. The new system must be able to reconcile different forms of data including digital imaging, geometric readings and location data. Questions about the RFP are due on September 4, 2018 and proposals are due on September 21, 2018.
  • The University of Kentucky released a solicitation for the University of Kentucky Police Department (UKPD) Video Management Solution (VMS). The university is interested in centralizing its security VMS operations. As well, the UKPD expects all cameras to be operating and recording on a single platform and that all authorized users will have access to UKPD defined cameras through the integrator defined client. Proposals are due on August 21, 2018.
