A recap of procurement activity in the SLED Health and Human Services market in July 2018.

Solicitation activity in the State, Local and Education (SLED) Health and Human Services (HHS) market in July was comparable to activity in June. The majority of solicitations released in July had a primary requirement of Health Services followed by Professional Services, and Social Services. The number of Medical and Scientific Equipment (MSE) and Operations and Maintenance (O&M) solicitations decreased slightly, while Architecture and Engineering Services (AEC) had a slight increase. Social Services (SS) and Health Services (HS) solicitations were a comparable amount to solicitations released in June.

Notable Solicitation Releases

•            The Texas Health and Human Services Commission (HHSC) has issued an RFP for the statewide Dental Services for Texas Children’s Medicaid (Medicaid) and Children’s Health Insurance Program (CHIP). HHSC intends to award contracts to at least two Dental Contractors to provide for Dental Member choice as a result of this RFP. The total value of the three incumbent contracts is $787,564,854. Proposals are due on September 7, 2018 with a government estimated contract start date of February, 2019.

•            The Maine Department of Health and Human Services has a requirement for a Pharmacy Benefit Manager (PBM) and Point of Purchase System (POPS). The Department is seeking a PBM provider and POPS system to provide services to both Office of MaineCare Service (OMS) and Maine Center for Disease Control (CDC). Proposals are due August 14 with a government estimated contract start date of October, 2018. 

•            The Louisiana Office of Technology Services (OTS) is seeking qualified proposers for the design, development and implementation of a Comprehensive Child Welfare Information System (CCWIS) to support and improve the delivery of the Department of Children and Family Services (DCFS) Child Welfare (CW) program. OTS desires the design, development and implementation of a CCWIS to support and improve the delivery of the DCFS CW program to replace the outdated and disparate systems that currently support the CW Program. There is a pre-proposal conference August 9 with questions due August 21. Proposals must be submitted by September 11, 2018.

•            The Florida Department of Children and Families has released an invitation to negotiate (ITN) to obtain services for planning a phased-based approach to transition Florida to a Comprehensive Child Welfare Information System (CCWIS), developing required documentation that will be the basis for estimating the full cost and effort for the transition and presenting the plan for State and federal approval. A pre-proposal conference will be held on August 8, questions are due on August 9, and proposals are due on August 23, 2018.
