A monthly recap of SLED JPS/HS, Transportation and Public Utilities solicitation releases.

The number of Justice and Public Safety/Homeland Security (JPS/HS), Transportation and Public Utilities bids captured by GovWin remained steady during the month of September. After a slower August the JPS/HS, Transportation and Public Utilities market still reflected the late summer and end of quarter market impacts expected. The second half of the month saw significantly more bid activity than the first half of the month. However, the distribution of projects between JPS/HS, Transportation and Public Utilities varied slightly more than usual during September. Transportation accounted for 59% of projects, only increasing 3% from last month. Public Utilities jumped to account for 24% of bids in September, up 5% over the previous month. JPS/HS declined 8% during September representing 17% of the JPS/HS, Transportation and Public Utilities market. While Transportation remained steady the reversals between JPS/HS and Public Utilities will be something to watch over October to see whether or not this change will stick or if the market will continue to fluctuate.     

Despite the change in program vertical noted above the types of projects that were solicited in September remained consistent with previously recorded data. Architecture, Engineering and Construction projects represented 46% of the market, up 4% over the previous month. The amount of Professional Services bids remained identical to August, representing 10% of the market. Information Technology saw a slight rise, accounting for 4% of the JPS/HS, Transportation and Public Utilities space, an increase of 1% from August.  

Notable Solicitation Releases

  • The City of San Francisco Municipal Transportation Agency released a Request for Proposals (RFP) for the Next Generation Customer Information System. The new system must more accurately predict vehicle arrivals, highlight alternative routes with shorter wait times and leverage mobile data to understand customer preferences. A pre-proposal conference is set for October 3, 3018, questions about the RFP are due on October 12, 2018 and final proposals are due on November 16, 2018.
  • The Colorado Department of Transportation released a RFP for a PMO Program and Project Lifecycle Management Platform. Colorado is interested in a solution to be comprised of one or more interoperable tools for different capabilities that can be implemented over time through configuration, not custom development. Proposals are due on October 17, 2018.
  • The New Jersey Department of the Treasury has solicited for Fingerprint Services: Live Scan Noncriminal. The program will cover all licensees, foster and adoptive parents, nonprofit youth organization volunteers, and employers (private and public) who must, by law, submit fingerprint based criminal history background checks for noncriminal justice purposes. Proposals are due on October 17, 2018.
