A monthly recap of Education solicitation releases for the SLED market.

The month of February saw a huge surge in bid releases as we continue into 2019. This comes after a minor decrease in January of just about 1 percent. As mentioned last month, State, Local, and Education forecasts are showing predictions of a strong year for education procurement. This comes with the expectation that bid issuances will be increasing as we move towards the end of Q1 of 2019.

When looking at the two verticals side by side, the Primary/Secondary Education market saw 68% of bids where the Higher Education market had 32% of the total. These percentages make way for an 18% overall uptick in Primary Education bids and a lofty 633% increase in Higher Education bids when moving from January to February 2019.

In regards to the primary requirements of bids, February continued the trend of 2018 in which Architecture, Engineering, and Construction lead with 35% of Education bids, and then Professional Services followed with 12% and Information Technology also at 12 percent. February’s numbers are nearly identical to last month’s final numbers, however given the overall increase in Education bids, we can see that each requirement saw increases of AEC by 33%, Professional Services by 66% and IT by 70% respectively.

As for Education procurement data by state, the top three states remained Texas, New York, and California for the highest number of solicitation releases for February. The fewest releases this month came from Vermont, North Dakota and Delaware, and finally Washington, DC. Overall, February is showing signs of the predictions and forecasts proving to be accurate in indicating an increase in bids for the Education market. After a solid month of bid activity in January, as compared to the final months of 2018, this year is off to a remarkably strong start.

Notable Solicitation Releases

The Education vertical saw quite a few notable solicitations released this month with the following to highlight:

The New Mexico General Services Department (GSD), on behalf of the New Mexico Public Education Department (NMPED), has a requirement for a Public Education Data Management System. The State is seeking a Commercial-off-the-Shelf (COTS) software with the ability for customization, modification, and configuration to move data from the New Mexico School District’s Systems to the NMPED central repositories. Final proposals are due April 12, 2019.

The following opportunities had a solicitation released in February 2019 and are now in the Source Select stage. Deltek is currently monitoring for award information.

The Indiana Department of Administration, on behalf of the Indiana Department of Education, released a solicitation for an Early Childhood Assessment.

Gwinnett County Public Schools (GCPS) of Georgia issued a rebid for its requirement for Psychometric Services.
