A recap of procurement activity in the SLED General Government Services market in September 2019.

The month of September saw a decrease in the number of General Government Services solicitations over August, dropping by about 6%. The majority of the solicitations issued had a primary requirement of Professional Services, at about 71%, with the remaining 29% having a primary requirement of Information Technology. The Public Finance vertical saw the most solicitations, followed by Economic Development/Regulation, Community Development, and Natural Resources/Environment. The three States with the most procurement activity in September were California, Texas, and New York, while Delaware, the District of Columbia, and Vermont had the least.

Notable Solicitation Releases

  • The Massachusetts Executive Office for Administration and Finance, Human Resources Division (HRD) has posted a request for response (RFR) for Performance Management Software. The state is seeking a solution to enable the Human Resources Division to support a real-time coaching/check-in performance management model for up to 3,500 managers in the Commonwealth’s Executive Departments. Responses are due October 18, 2019.
  • The Minnesota Department of Administration, on behalf of NASPO ValuePoint, released a request for proposals (RFP) for IT Research and Advisory Services. The resulting Master Agreement will be for services needed to support agency IT decisions in order to use IT in the most cost effective and resource efficient manner.  The deadline for proposals is October 21, 2019.
  • The Texas Department of Information Resources (DIR) issued a request for offers (RFO) to procure Data Center Services - Mainframe Services. DIR seeks to expand and improve the DCS program that supports most of the largest state agencies, while providing the flexibility to deliver services to customers of any size. Responses are due by October 11, 2019.
